Need help with my hair!?

okay so my natural colour is supposed to be a darkish blonde. about a year ago i began colouring my hair very dark brown up until now. for ages ive wanted to be light blonde and so im trying to get there. a couple of weeks ago i had my friends mum bleach my hair with jerome russell b blonde (something like that), the roots came up a very very light yellowey blonde, the rest of my hair was a dark gingery colour. so the next day we bleached it again with the same dye, and some of it came up light ginger and some of it was medium ginger (the roots still a very light blonde). after that we put a clairol beige blonde toner on it, this made it look a little bit better but overall my hair was patchy and looked awful. so a few days after that my mum took me to a salon to see what they could do, they did a few strand tests, and one of the tests made my hair go a bleach blonde colour which was really nice, but the hair was in such bad condition. in the end they decided to give me some highlights which made it look a little bit less patchy and helped to disguise the line separating the blonde and ginger a little bit. so now my hair is very light blonde at the roots and gingery everywhere else. my problem is that i dont want to be ginger for much longer because the comments do my head in and well, i just want blonde hair really :( what do you recommend? and also please be reasonable with the cost of your suggestion as my mum has had to pay out a fortune on my hair already and its not even blonde! please be nice :)
