Do you have to clean the smegma on a gelded horse like you do with a stallion?

Do you have to clean it every time you groom your horse or just once a month or what? If it's legal to castrate a horse then can you circumcise a horse so you don't have to clean that? Why hasn't any thought of that? The USA has been doing it to humans for years.
