Can I re-bleach my hair over permanent hair dye?

I bleached my hair using B-blonde highlighting kit by jerome russell about 2 weeks ago and before i had black hair. I then tried to dye my hair a navy blue colour using XXL Cosmic Blue 90 (permanent dye), however, there was no hint of blue and it dyed my hair black instead (back to square one). But, now i've decided that i like the colour of my hair when it was bleached and i really want to re-bleach it to get the same shade (yellow-orange). So i was wondering to whether or not to bleach it now or wait longer for my hair to heal. Also, if i have to wait, how much longer should i wait until i can re-bleach it?
